City Council Tackles Zoning and Transportation Proposals Amid Post-Blizzard Reopening

Boston City Council to Debate Zoning and Transportation Proposals at Today's Session
The Boston City Council will convene today, Wednesday, February 25, 2026, for its regular weekly meeting at 12:00 PM in the Iannella Chamber at Boston City Hall. Chaired by Councilor Julia Mejia, the session comes as the city transitions from emergency blizzard response to legislative business. Several high-profile resolutions and infrastructure grants are slated for discussion and potential votes.
Today’s agenda is particularly dense, as several committee hearings were cancelled earlier this week due to a powerful blizzard that dropped 17 inches of snow on the city. Councilors have filed 48 motions, orders, and resolutions for consideration during today's session.
Major Resolutions on the Floor
Several key resolutions are expected to draw significant debate today:
- Inclusionary Zoning: Councilor Ed Flynn has filed a resolution seeking to roll back recent increases in inclusionary zoning requirements, a move aimed at reassessing the pace of housing development in the city.
- Fare-Free Transit: Councilor Enrique Pepén is introducing a resolution in support of expanding fare-free busing, a priority for advocates looking to improve transit equity and accessibility.
- PROTECT Act: Councilor Weber is leading a resolution in support of the state’s PROTECT Act, an initiative originally introduced by the Black and Latino Caucus on Beacon Hill.
- Zoning Board Reform: Councilor Gabriela Coletta Zapata is expected to renew her push for significant structural changes to the Zoning Board of Appeals.
Infrastructure and Environmental Hearings
The Council is also slated to review Docket #0377, which involves the approval of a $189,000 "Solar Recommission Project" grant. Funded by the state’s Department of Energy Resources, this grant is intended to update and repair solar panels across the city’s municipal portfolio, including the replacement of monitoring systems and wiring to meet updated safety regulations.
Beyond the main council session, the Licensing Board will hold a virtual hearing at 2:00 PM regarding a major application for Fenway Park. Live Nation is seeking approval for 13 concert dates in 2026, with potential performances by artists including Noah Kahan, Tim McGraw, and Chris Stapleton. Later, at 6:00 PM, the Conservation Commission will hold a virtual public hearing to address environmental and development permits.
City Recovery and School Reopening
Today also marks the official reopening of Boston Public Schools and central municipal offices. Mayor Michelle Wu announced that while the snow emergency and parking ban were lifted Tuesday evening, residents have until 6:00 PM on Thursday to remove space savers from city streets. The Mayor credited the intensive effort of city crews for clearing major thoroughfares in time for the resumption of normal city operations today.
