Boston City Council: School Infrastructure and Community Grants

The Boston City Council convenes today, Wednesday, March 4, 2026, for its weekly legislative session. The agenda features several critical financial and policy matters intended to bolster city services and infrastructure. Among the primary items for consideration are:

  • Otis School HVAC Improvements: The Council is slated to authorize a grant of $1,519,383 from the Massachusetts Clean Energy Technology Center. This funding will support construction work and mechanical upgrades to the HVAC systems at the Otis School in East Boston, aiming to improve environmental conditions for students.
  • Black Male Advancement Funding: A $25,000 grant from the Obama Foundation is under review. These funds are designated for the Office of Black Male Advancement to enhance workforce readiness, safety, and mentorship programs for boys and young men of color in the city.
  • Blue Hill Avenue Transit Proposal: Councilors will discuss a resolution urging the City and the MBTA to cancel proposed center-running bus lanes on Blue Hill Avenue. The resolution suggests reallocating those project funds to support the continuation of the city's fare-free bus program.

Public Health Advisory: Life Expectancy Disparities

The Boston Public Health Commission (BPHC) has published a detailed report titled "Closing the Gap," which highlights significant health disparities within the city. The study reveals a widening longevity gap for Black Bostonians, noting that the average life expectancy for Black men is 71.8 years—nearly a decade less than that of other male residents. Mayor Michelle Wu has issued a public statement emphasizing the city's commitment to addressing the root causes of these disparities, including chronic diseases and unintentional overdoses, through targeted community health interventions.

Licensing Hearings and Procurement Deadlines

Residents and business owners should take note of several administrative actions occurring today:

  • Inspectional Services Hearing: A virtual transactional hearing is scheduled for 10:00 AM. The committee will review applications for several businesses, including Centre Squeeze Juicery LLC, Nova Restaurant LLC, and Honeygrow, LLC.
  • Public Safety Bids: Today at 12:00 PM is the deadline for city vendors to submit sealed bids for sewer, drain, and plumbing services for the Boston Fire Department. Additionally, bids are due for fire alarm life safety equipment maintenance across various fire department locations.
  • School Committee Meeting: The Boston School Committee will hold a virtual session today at 5:30 PM to review district-wide priorities and administrative updates.

Council Resolutions and Safety Reviews

In addition to financial orders, the Council is reviewing an order for a hearing regarding school safety coordination and recent juvenile weapon incidents. Other resolutions include the recognition of Public Works employees for their performance during recent winter storm emergencies and the formal designation of March 5 as Crispus Attucks Day in the City of Boston.
